SKY Nations Consultation Resource Centre

Supporting Nation-Led Consultation

About the Consultation Resource Centre

The SKY Nations Consultation Resource Centre supports the 11 member Nations of Sovereign Keewatin Yahthi Nations Grand Council in responding to consultation requests, proposed developments, government initiatives, regulatory processes, and other activities that may affect their rights, lands, waters, resources, cultures, or ways of life.

The Centre provides coordinated administrative, technical, and research support while respecting the authority, laws, protocols, and decision-making processes of each member Nation.

SKY Nations does not replace the Crown’s legal duty to consult and accommodate, nor does it replace direct engagement with affected First Nations. Each Nation retains its inherent and Treaty rights, jurisdiction, and authority to make its own decisions.

Purpose of the Centre

The Consultation Resource Centre was established to strengthen the capacity of SKY Nations and its member Nations to:

  • Receive and review consultation notices and referrals;
  • Identify potentially affected Nations;
  • Coordinate timely responses to governments, regulators, proponents, and other parties;
  • Support meaningful consultation, accommodation, and informed decision-making;
  • Arrange technical, environmental, legal, cultural, and policy reviews when required;
  • Maintain organized consultation records and supporting documents;
  • Monitor project commitments, accommodations, and follow-up requirements;
  • Assess cumulative effects across SKY Nations’ traditional territories; and
  • Promote respect for the United Nations Declaration on the Rights of Indigenous Peoples and the principle of Free, Prior and Informed Consent.
  • Areas of Review

The Consultation Resource Centre may assist with matters involving:

  • Mining, mineral exploration, and resource development;
  • Roads, railways, airports, ports, and trade corridors;
  • Hydro-electric development and transmission infrastructure;
  • Forestry and land-use planning;
  • Water management and environmental protection;
  • Parks, conservation areas, and protected lands;
  • Housing and community infrastructure;
  • Telecommunications and broadband projects;
  • Federal and provincial legislation, policies, and programs;
  • Regulatory applications, licences, permits, and environmental assessments;
  • Emergency management and climate-related initiatives; and
  • Any other activity that may affect the rights, interests, territories, or citizens of SKY Nations.
  • Consultation Process

Consultation requests submitted to the Centre may proceed through the following general steps:

  • Submission and Intake
  • The Centre receives the consultation notice, referral, project description, maps, timelines, and supporting documents.
  • Initial Review
  • Staff review the information for completeness, identify potential rights and interests that may be affected, and determine which member Nations may need to be notified.
  • Referral to Affected Nations
  • Relevant information is shared with the potentially affected Nation or Nations for their review and direction.
  • Technical and Legal Review
  • When required, the Centre helps coordinate technical, environmental, legal, cultural, land-use, or policy analysis.
  • Engagement and Consultation
  • Meetings, community sessions, site visits, studies, or other consultation activities may be arranged according to the direction and protocols of the affected Nation or Nations.
  • Accommodation and Decision-Making
  • Potential measures to avoid, minimize, mitigate, or accommodate impacts are identified and considered. Decisions remain with the affected Nation or Nations.
  • Monitoring and Follow-Up
  • The Centre tracks correspondence, commitments, accommodations, deadlines, and any ongoing monitoring or reporting requirements.

Participation in this process does not constitute consent, approval, or acceptance of a proposed project or activity.

Requirements for Consultation Submissions

Governments, regulators, proponents, and other parties should provide consultation requests as early as possible. Submissions should include:

  • The name and contact information of the Crown representative, regulator, or proponent;
  • A clear description of the proposed project, decision, policy, or activity;
  • Maps showing the project location and the lands or waters that may be affected;
  • Proposed timelines and decision dates;
  • Copies of applications, studies, assessments, reports, and supporting documents;
  • A description of known or anticipated impacts;
  • Information about previous or ongoing engagement;
  • Proposed measures to avoid, reduce, or accommodate impacts;
  • Available funding to support the Nation’s participation, technical review, community engagement, and legal or professional advice; and
  • Any regulatory, licensing, permitting, or environmental assessment requirements.

Incomplete submissions may delay the review process. Consultation timelines must provide affected Nations with enough time and resources to review the information, seek advice, engage their citizens, and make informed decisions.

Free, Prior and Informed Consent

SKY Nations supports consultation processes that are consistent with Free, Prior and Informed Consent.

  • Free means engagement must occur without coercion, pressure, intimidation, or manipulation.
  • Prior means consultation must begin early enough to influence planning and decision-making before approvals or irreversible actions occur.
  • Informed means Nations must receive complete, accurate, understandable, and accessible information.
  • Consent means respecting the right of each Nation to participate in decisions affecting its rights, lands, waters, resources, and future generations.

Consultation must be meaningful, transparent, adequately funded, and undertaken in good faith.

Respecting the Authority of Each Nation

The Consultation Resource Centre provides coordination and support. It does not surrender, limit, define, or replace the rights, jurisdiction, laws, consultation protocols, or decision-making authority of any SKY Nation.

Nothing communicated through or coordinated by the Centre shall be interpreted as:

  • Consultation having been completed;
  • Consent or approval having been granted;
  • An acceptance of adverse impacts;
  • A waiver or limitation of Aboriginal or Treaty rights;
  • A release of the Crown from its duty to consult and accommodate; or
  • Authorization to enter, access, study, develop, or use a Nation’s lands or traditional territory.
  • Submit a Consultation Request

Consultation notices, project referrals, supporting documents, maps, and meeting requests may be submitted to the SKY Nations Consultation Resource Centre.
